Basics received some pretty massive buffs, but you need to temper your expectations on how strong this build will be. It is not S tier for a reason. Lightning builds are fun though, and arc lash plays extremely fast. I did the best I could with it, and put a lot of thought into this one. The pit push setup is pretty damn near perfect.
You will just spam evade and arc lash and ZOOOOM around, unleashing all forms of shock skills during unstable currents. This is a real hack a slasher.
Arc Lash is your main damage.
Unstable Currents is your steroid.
Ice Blades are your utility.
Ice Armor is your shield.
Frost Nova helps with your damage.
And Flame shield is your get out of jail free card.
Horadric Seasonal Powers
Catalyst
• Anomaly because it can go off every 5 seconds
Infusion
• Lightning Infusion to destroy suppressors and let us fully utilize the Lightning Damage Bonus
• Say you hover Lightning Damage and the tooltip says 2000% BONUS, but only 1000% of this stat from items and paragon
• The damage formula normally only lets you use the 1000% in the additive bucket calculation, but with the Lightning Infusion we can use the full 2000%
• This equates to about a 25-40% damage increase, build dependent
Arcana's - the starter arcana's are a bit different, but here are the endgame ones
• Tranquil stone grants unstoppable for 5 seconds when our catalyst goes off, which is every 5 seconds
• Gleaming Conduit simply to satisfy a requirement for having a second power arcana
• Fractured Core to remove DR aura champions
• You will interchange Fractured core with Bloody Charm for executes and potent alloy to remove barriers as you see fit with the content
Horadric Jewels
• Scornful Light for 20% elemental damage
• Idol from below for permanent Unhindered (walk smoothly through enemy bodies) and some main stat/max life
• Seal of Power for 15% crit chance
Max Resource Scaling (Axial Conduit)
This build scales off Max Resource through the adaptability aspect on our amulet.
Arc lash will deal 0.9% more damage for every point in resource. We can get to around 400 mana, so that is 360% more damage or 4.6x damage
Teleport Evade Breakpoints
The goal of the mythic version is to get your teleport evade down to around 1.7 seconds. The tooltips can be funky and the real way to test is to leave town and just see if you can spam teleport after every attack.

• 61% Cooldown
• 34.1% Evade CDR on boots
• 25.4% Evade CDR on amulet
You have a lot of wiggle room here, and the deciding factors will be masterwork crits on evade cooldown reduction on your boots and whether your Cooldown Rolls on Tal Rasha and Paingorgers are Greater Affixed.
The great news is, if you are lacking you can simply masterwork cooldown on harlequin crest instead of Max Resource. You lose some damage, but the 1 attack teleport evade is very important.
100% Crit Chance?
Crit chance is a little tight on this build because we are using Paingorgers Gloves, Harlequin Crest Helmet, and Raiment over Shroud of False death.
For this reason we use the GAR rune for 25%, and the Seal of Power Horadric Jewel for 15%
Starless Skies
Crit chance will cap at 100% at max paragon, but until then you will need to masterwork Starless Skies accordingly. Either attack speed or crit chance based on your needs
Attack Speed Buckets
You can get 200% attack speed, 100% from Cap 1 and 100% from Cap 2
Cap 1 - 100%
• Affixes that say Attack Speed only
• Paragon Nodes
• Advantage Elixir
• 20% from the Moonrise Aspect
Cap 2 - 100%
• Basic Attack Speed
• Invoked Ice Blades if you go that route over roaring for cooldown reduction
• 25% during Unstable Currents
The way I have this build setup is you will hit 99.9% attack speed for cap 1, and then 25% from cap 2 + whatever basic attack speed you manage to get on the Verathiel Sword for more in Cap 2
Best case you are looking at around 170-175% total attack speed. Pretty high I may say.
This is also why I don't use Invoked Ice Blades, we could get another 60%
