Mina is an evasive, cute and glass cannon assassin designed to massively output large bursts of damage in order to single out dangerous carries and tanks alike.

Early Game Items

Start off with Extra Spirit to get some early damage on Rake and Love Bites.
More damage with Mystic Burst is fantastic and has great synergy with Rake, as it also doubles as a great form of recovery. Make sure to constantly Rake creeps and the small jungle camp nearby the lane!
Quicksilver Reload on Rake will give Mina the early trading power against enemies. Make sure to sustain by killing creeps with Rake!
