You'll find this particular fortune on North Island. If you don't see it on the map, or it's inaccessible when arriving, this is because you either aren't further enough in the story, or because you need to complete another Falcone Fortune elsewhere in the city before being able to complete this one.
When inside, have Batman use his Batclaw to pull down this vent cover. Thsi will get you access to a security room, where you'll want to interact with the computer inside.
With that out of the way, send Catwoman's cat into the vent next to condiment king, and have it retrieve the security access card from the other room. Return this to Catwoman, and she can use it to gain access to the final puzzle room.
With the final room open, cut the small trophy out of the glass case in the corner of the room. Place it down on the right-most pedestal in front of the safe painting.
Once done, find the other trophy in the right-most room of the building, and place it on the middel pedestal in front of the safe painting.
Finally, grab the silver trophy from the main room of the building in the center, and place it on the left-most pedestal in front of the safe painting to open the picture, and reveal the safe you'll need to crack.
