You'll find this particular fortune on South Island. If you don't see it on the map, or it's inaccessible when arriving, this is because you either aren't further enough in the story, or because you need to complete another Falcone Fortune elsewhere in the city before being able to complete this one.
The goal of this puzzle is to find 4 unique books around the apartment, and place them into a set of bookshelves in the correct order. The hints for which books go where can be found via the numerous paintings in the apartment. They all have a subtle hint to a number, and also the corresponding symbol.
For this puzzle however, it's much faster to simply brute force the order, as there's no penalty for failing.
You'll also need to use multiple gadgets to retrieve the books in this level, so make sure to swap between both Batman and Catwoman as needed.
When placing the books into their shelves, you'll know if the order is correct by the blue line that shoots up from the shelf when entered correctly. Grab a book, and slot it into each shelf until it lights up.
Once all bookshelves have been filled correctly, the safe will reveal its self to be cracked by Catwoman.
