You'll find this particular fortune on South Island. If you don't see it on the map, or it's inaccessible when arriving, this is because you either aren't further enough in the story, or because you need to complete another Falcone Fortune elsewhere in the city before being able to complete this one.
To access and also beat this puzzle, you'll need the help of Batgirl, and also Catwoman. Use Batgirl to enter the apartment, and from there swap back to Catwoman.
After cutting through the glass in the apartment, use Batman's Batclaw to pull open the vent needed for the quest.
From here, fly Batgirl's drone through the hole and navigate through a laser maze carefully. If you're struggling with this, try rotating to the side for a more precise view of the lasers.
Once you clear the maze without the drone being destroyed, inspect the board in the final room so that you can get the code needed for the door.
With the door code received, you can now enter it at the console so that you can proceed to the safe for this level.
With the door open, you'll need to clear one last laser trap, this time as Catwoman so that you can reach the safe and crack it open. Make sure not to get hit by the lasers, or the gate will lock the safe, and you'll need to hit the button at the end of the room to try again.
