You'll find this particular fortune in Tricorner. If you don't see it on the map, or it's inaccessible when arriving, this is because you either aren't further enough in the story, or because you need to complete another Falcone Fortune elsewhere in the city before being able to complete this one.

When inside the office, have Batman pull down the bookshelf in front of him to reveal the cat flap. Now have Catwoman send her Cat inside to retrieve the key needed to open the office. From here, bring it back to Catwoman, and you can open the door to the safe inside.

Once the puzzles in the building have been correctly solved and the safe has been revealed, use Catwoman to crack it, grab the cash, and leave without a trace!
