You'll find this particular fortune on South Island. If you don't see it on the map, or it's inaccessible when arriving, this is because you either aren't further enough in the story, or because you need to complete another Falcone Fortune elsewhere in the city before being able to complete this one.
The first room can be accessed by using Catwoman's whip to unscrew the guard protecting the door from being opened.
Once inside, destroy the object in the back left corner of the room, where you'll receive a crank needed in the next room. Also use Batman's ability to find the hidden button behind the painting on the left side of the room.
Lastly, place the crank on the left-most statue when you reach the next room, and set all statues to face the direction you see in the image below. Once done, the final door will open and the safe will be revealed to you.
