You'll find this particular fortune on South Island. If you don't see it on the map, or it's inaccessible when arriving, this is because you either aren't further enough in the story, or because you need to complete another Falcone Fortune elsewhere in the city before being able to complete this one.
The goal of this puzzle is to find two security access cards. The first one can be found behind a door at the left of the factory. All you need to do is press the red button to get inside.
For the last keycard, head upstairs. Your goal in this room is to get the card from the desk with the yellow lamp. Destroy any obstructions in the room to reveal the green pressure pads you see in the image below. They will be red when you find them.
Next, find the yellow book in the room needed to activate the picture puzzle, and place it into the bookshelf at the back right corner of the room.
Finally, use Catwoman's whip to rotate the picture on the wall into the orientation that shows the blue circle in the top left of the frame. Once done, have both characters stand on the pressure pads in the room, and the key will be revealed.
Once the above is done, take the last keycard to the access door, and the safe inside will be free for Catwoman to crack open.
