Rifts periodically release Arc shockwaves. Final blows with these shockwaves create an Arc explosion. While an Arc Super is equipped, the shockwaves and subsequent explosions blind nearby targets. Rift energy recharges faster when you are surrounded by targets.

Build Details
You don't need Getaway Artist to play with the Arc Buddies. In fact, share with your friends using the Vesper of Radius Blinding build that abuses the new Tonic of Amplified ARC along with it's requisite artifact mods.
The Gameplay-Engine is Simple: Use your TONIC OF AMPLIFIED ARC
This boosting your Artifact Mods, and being fed Armor Charges from Traces, gives an endless supply of blinding goodness. Just keep shooting em in the head.
Don't be afraid to use Rift as an "oh shit" button as long as there are Orbs about.
In-Depth Explanation
Use your TONIC OF AMPLIFIED ARC
- Cast Rift near allies to give em an Arc Buddy
- Shoot bad guys with Vantage Point to blind em and their close friends
- Use Rift, Finishers, and Orbs to stay healed up
- Use Vesper's regen to have multiple Rifts at once
- Switch to Lost Signal to regen Rift as needed--can also use melee, grenade, and orbs
