Ensure you proc the BOOST from Tome of Want for Void Marksman.
Use Rally Barricade and shoot Le Monarque while staying behind the barricade. Use Barricade once you have full stacks of Exodus Rockets or if the Barricade goes away. Le Monarque will proc Bolt Charge a lot and with the BOOST from Void Marksman, you'll have Instant Barricades pretty much.
NOTE If you don't like how Hazardous feels you could swap it for Heart of Inmost Light or Insurmountable Skull Fort
