Your Bleak Watcher turrets are enhanced with extended range and are surrounded by Stasis crystals and a storm. While standing in the storm, you are granted icicles over time. Icicles activate when you fire your weapons, applying Slow to targets they hit.

Build Details
This build centers around using the Ice Breaker as your primary weapon to blow up everything while applying CC to everything around you!
For the most part, you will want to leverage Bleak Watcher Turret, Penumbral Blast, and the Rime-Coat Raiment Icicles to slow and freeze enemies before shooting them with the Ice Braker to cause an ignition. If you have the Ice Breaker Catalyst, then you will be refunded ammo at a fast enough rate to use it mostly as a primary weapon. In addition to this, this build also deals with every champion type with your Bleak Watcher Turrets slowing Overloads, your Ice Breaker Ignitions stunning Unstoppable, and after freezing something with penumbral Blast, it will make you radiant to allow Ice Breaker to break the Shielded champs as well. There is a bonus ignition for breaking a Champion shield with Ice breaker as well!
In addition to this you will have Devour, Restoration, and the Ferropotent 2-piece that does a great job at keeping you alive even in Ultimate/GM content. You also get the benefit of running triple weapon surge mods on the legs since you don't need Better Already to proc Ferropotent when running Facet of Purpose with Song of Flame on Prismatic! The boss DPS loop is a little convoluted, but can pump out good damage once used to the rotation.
As for the Primary weapon, I would recommend anything that fires quickly and can roll with Attrition Orbs. The M-17 Fast Talker is really nice to get a little extra synergy from the Thriving Survivor set to buff grenades, as well as it can roll with a bunch of other great perks in the 4th column in case you ever do run out of Ice Breaker ammo.
Neutral Loop 1. Cast Bleak-Watcher Turret and stand in the zone 2. Use Penumbral Blast 3. Shoot frozen target with Ice Breaker to cause an ignition 4. Recast Bleak Watcher as needed
Boss DPS Loop 1. Cast Bleak Watcher 2. Pop Transcendence 3. Throw transcendence grenade 4. Pop Super 5. Shoot frozen boss with ice breaker 6. Swap to/shoot boss with primary weapon 7. Swap to Outrageous Fortune and ammo dump 8. Swap to ice breaker and shoot the boss after he next freezes 9. Swap to Heavy and shoot till the original Bait n Switch buff runs out 10. Repeat steps 5-9 till out of Heavy ammo 10. Shoot boss With Ice Breaker, recasting Bleak Watcher as needed.
