Bolt Charge is an Arc verb, introduced in Episode: Heresy, that is available mainly to the Arc and Prismatic subclasses, but can also be acquired through various weapon and armor perks/mods. Upon gaining any stacks of Bolt Charge, dealing rapid instances of weapon damage will build more stacks of the buff until it reaches its max of x10. Each stack gained will also grant a small amount of Melee energy (about 7%-ish).

Upon reaching x10 stacks, the Bolt Charge's buff text on the side of the screen will change to "Bolt Charge Ready" and after that, the next instance of ability damage you deal to a combatant will summon a bolt of lighting from the sky and deal a hefty chunk of damage in a small area of effect.

Storm's Keep is a new Titan Aspect introduced in Episode: Heresy available to the Arc Subclass. Casting your barricade grants you and nearby allies x4 stacks of Bolt Charge and while standing behind your barricade, you rapidly gain stacks of Bolt Charge. Storm's Keep also allows you to discharge your stacks of Bolt Charge with weapon damage in addition to abilities while standing behind the barricade.

This synergizes amazingly with the Exotic Gauntlets Citan's Ramparts. Citan's Ramparts modifies the Towering Barricade into an "Assault Barricade", allowing you and your allies to shoot through it while blocking incoming damage from combatants. This, combined with Storm's Keep granting the extra Bolt Charge damage to your weapons, turns your barricade into the ideal tool for defense and offense. Set it up on an objective that needs defending and litter the battlefield with damaging lightning strikes as enemies approach, or throw it down as a boss becomes vulnerable to give you and your fireteam cover while also raining down massive amounts of free Arc damage.
