Tons of crowd control, easily able to shut down very mobile champions

Billy's innate bullet shred and melee- reloads makes him have very consistent and strong damage.Very durable, with easy ways to apply melee effects such as Lifesteal, and double dipping from
Blasted siphon melee leeching.
Billy can end up having a strong sustain and a very large health pool.

Easily kited, once
Rising Ram is used,
Billy has no ways of dodging or evading spells.Very susceptible to Silence as well.
